Hugh Binning was a Scottish Presbyterian during the mid 17th century. At 19, he became Professor of Philosophy at Glasgow University. Dr. McCrie said of him that "very few writers please me more."
Here Binning deals with God's decree, explaining how God has revealed that He "works all things after the counsel of His own will" (Eph. 1:11). He proclaims the fact that God's providence extends to "all His creatures and all their actions" (Westminster Shorter Catechism, answer 11).
